Governor of Kuzbass Sergey Tsivilev visited the Federal Research Center of Coal and Coal Chemistry SB RAS on March 17, 2021

​​​The first meeting with the Center took place at the Institute of coal chemistry and chemical materials science in 2019 and the Governor was familiar with the main scientific topics in the coal investigation field:

  • • coal chemistry (composition, structure, properties, mineral compound, humic substances, bitumens, waxes, resins, etc.);
  • • refining processes (gasification, combustion, pyrolysis, coke products, liquefaction, activated carbon, adsorbents, fibers);
  • • nanomaterials (carbon nanostructures, fuel cells, supercapacitors, C-composites, electric batteries, methane and hydrogen storage, hydrogen energy);
  • • carbon fibers and composites;

 The Governor highly appreciated the achievements of the the Federal Research Center of Coal and Coal Chemistry (FRC CCC) in this filed, the Research Facility for Studying the Composition Structure and Morphology of Coal and coal Chemistry Products, laboratory-scale plants for the production of sorbents from Kuzbass coal "Sorbents" and humate-growth stimulators "Humates".

 This governor's visit included a review of the Testing Center of Mining Equipment and the Coal Exposition and Exhibition Museum, the Center for Collecting Archaeological Findings and the Digital Herbarium of the Institute of Human Ecology. The Governor was accompanied by the scientific director of the FIC UUH SB RAS, Academician of the Russian Academy of Sciences Z. R. Ismagilov, Deputy Director of the FIC V. V. Zinoviev, Director of the Institute of Coal, Corresponding Member of the Russian Academy of Sciences V. I. Klishin, Director of the Institute of Human Ecology, Professor A. N. Glushkov, Professor V. V. Bobrov, heads of scientific directions.

 In the Testing Center of Mining Equipment and Testing of Innovative coal Mining Technologies of the Coal Institute, the governor was presented with the main results of experimental studies of mining machines and their executive bodies, as well as technical devices that ensure the reliability and safety of underground work. S. E. Tsivilev demonstrated professional interest, in a dialogue with the heads of scientific areas, focused on the interaction of science, education, mechanical engineering not only for the coal, but also for the entire mining industry, expanding the geographical range from the Urals to the Far East.

When visiting the Exposition and Exhibition Museum Complex, the governor noted the diversity and academic level of specialized coal collections, became interested in scientific literature on the coal geology of Kuzbass at the beginning of the XX century, and considered it necessary to consult each other for the implementation of the future large-scale regional project "Coal Museum".

Another pride of the FRC CCC SB RAS is the Center for Collecting Archaeological Findings, which stores more than 30 thousand unique findings from the archaeological sites of the primeval, Medieval and Modern times of Kuzbass, as well as the regions of Siberia.​

At the end of his visit, the governor visited the Herbarium laboratory of the Kuzbass Botanical Garden. The head of the department, Professor A. N. Kupriyanov, spoke about the development of the botanical garden, its role in preserving the biodiversity of the vegetation in the region. The governor was shown herbarium collections consisted with more than 15 thousand samples, and modern methods for working with the herbarium that meet international standards. Head of the Laboratory of Reclamation and Biomonitoring V. I. Ufimtsev told the governor about the prospects and implementation problems in nature-like technologies for the restoration of disturbed lands. Sergey Yevgenyevich noted the special importance of forest reclamation related to the need to rejuvenate forest plantations in Kuzbass.​

During the visit, the governor noted that the FRC CCC SB RAS is an active participant in the Scientific Educational Center (SEC), and the Kuzbass government will provide financial support for basic scientific research, attracting industrial partners.

Following the results of the visit, Governor Tsivilev S. E. concluded to approve the activities of the FRC CCC SB RAS for the implementation of fundamental and applied scientific research, for the development of the scientific, technical and industrial potential of the region and for solving the socio-economic problems in the Kemerovo region.

At the end of the governor's visit, the Conference Hall of the Federal Center also hosted an extended meeting of the academic council of the FRC CCC SB RAS. The scientific director of the Center, Academician Z. R. Ismagilov, presented the report "On the results of 2020 and the prospects for the development of the FRC CCC SB RAS". The directors of the institutes reported on the results of their research teams' activities in 2020.

The heads of structural divisions and members of the Academic Council took part in the debate.

The members of the Academic Council discussed the report of the scientific director on the development prospects and updates of investigation plans for the coming years. The decision of the Academic Council made the following directions for discussion and inclusion in the addition and development of existing plans for State tasks:

  • 1. The research team of the FRC CCC SB RAS should actively participate in the implementation of the tasks "Strategy of socio-economic development of the Kemerovo region — Kuzbass for the period up to 2035".
  • 2. Take part in the preparation of an application to the Government of the Russian Federation for the creation of the "Kuzbass Carbon Ground". Define the goals and objectives of creating the ground, the topic and the list of participants.
  • 3. Expand systematic research on the concentration and chemical processing of carbon dioxide into value-added products.
  • 4. Take part in the preparation for the program for the development of hydrogen energy in Kuzbass, prepare proposals for participation in the project "Hydrogen Valley".
  • 5. Take part in the preparation of the application to the RSF for the preparation of regional RSF competitions in Kuzbass.
  • 6. Prepare and coordinate with the industrial partners the CSTP projects for submission in 2021.
  • 7. Develop a program for the development of science and technology on the topic: "Modern fundamental coal chemistry, scientific and technological foundations of deep processing of coal and the creation of functional and structural carbon materials for scientific support of the breakthrough development of the coal chemical industry of low-carbon technologies in the Russian Federation". Contact the administration of Kuzbass, the Ministry of Energy of the Russian Federation and other federal agencies to ensure the funds for this program and the creation of "Engineering Center of Coal Chemistry and deep coal processing" in Kuzbass with a modern department of bench installations for basic coal processing technologies.
  • 8. Create the FRC CCC SB RAS economic Advisory Council for the examination of domestic and foreign advanced technologies of coal mining, chemical processing of coal, analysis of coal markets and chemistry products, and develop digital on-line database of technologies for the extraction of coal, coal and coke and the creation of a National interdisciplinary center for development and testing of mining equipment with the participation of JSC "SC VostNII".
  • 9. Apply for administrative support in the formation of the partnership (the agreement with the owners and shareholders of the coal mining and engineering companies) to establish a National interdisciplinary center for the development and testing of mining equipment.
  • 10. Apply for administrative support to conduct an inventory of TIZU at coal mining companies and coordinate their strategic development programs.
  • 11. Appeal to the Government of Kuzbass to consider allocating funds for the creation of a pilot production of high-tech products in Kuzbass-reagents for immunodiagnostics of individual cancer risks, and in the future-new means of cancer immunoprophylaxis.
  • 12. Allocate funds and prepare for the expansion of the coal bank the FRC CCC SB RAS with the involvement of samples from other coal-producing basins of the Russian Federation, primarily Yakut coal.
